Mitsuda did a string of GOAT OSTs in his early days, but after Xenosaga I he never composed another full OST on the same scale. Chrono Trigger + Chrono Cross + Xenogears is a perfect trifecta and I'll listen to those forever.
Still, Uematsu is a pillar of game music. His work on Final Fantasy is nothing short of legendary. What he squeezed out of the SNES is almost unbelievable. And he's done a lot more complete soundtracks than Mitsuda, by far, all of consistent quality.
