If you opt-in, you can opt-out. Don't see how that would lead to a more stable library, unless you opt-in for a year. It also seems like publishers have to either commit completely with all their games or not at all. Don't see that working well either. Those 200 publishers they are talking about are probably mostly self-publishing indies.
