Isn't this something they are pushing hard for the next CBA?
Not really. Not even all the teams want it, they're not gonna push for a hard slot when it'll mean giving up something of actual value.

Lose two-sport and elite (HS) athletes almost completely, and it would be another place where small-market teams wouldn't be able to carve out an advantage against major-market teams.

Tons of reasons.

Biggest reasons is MLB loses out on tons of talent. Two star athletes will choose to play college football / basketball instead of baseball. This year's most notable examples were Bubba Starling and Archie Bradley. There are dozens of former MLB All Stars who would have gone the other way if there was a hard slotting in place.

Players could easily say screw it and choose to play in another league that pays way more than what a hard slotting system would, like Japan or several other leagues.

A draconian system where you are restricting pay only to prospects but not pay for big leaguers is insane. It creates an even more warped system where teams like the Yankees and Red Sox will continue to dominate.

Zaun just says whatever he feels like, no self-censorship at all. So awesome.
