They're always working on the next one. The series has been in constant development since 1993 or 1994.

I remember hearing that overall art direction on Twilight Princess is being performed by Satoru Takizawa. Meanwhile Yusuke Nakano is one of several artists working on the game.

A very rough search turned up this http://www.zeldalegends.net/index.php?n=interviews&id=2005-NP-Takizawa&m=html which I asusme to be true as it'd be a crazy thing to make up. Never seen it before, Zelda nuts will probably be interested.
