From what I've seen, people are unimpressed by the specs. In addition, there is nothing the Ouya can do that the PC can't. Or... whatever. Sometimes people can be a little cynical.
Don't compare it to PCs though, compare it to things like AppleTV or Roku except people can develop whatever they want on there. It's also so portable, which can be good for a whole mess of reasons. Considering it's the same price as those other devices and it's more open and comes with a controller, it seems like a no brainer for a TV-enhancing device.
Instead of buying one of those new smart TVs that tack on hundreds of dollars for app/wifi functionality, you could just buy a normal TV and enhance it with one of these to get all those same features and much more.
