I think Sony may need to provide moderation services to Twitch.tv for this, or kill streaming from games that use the camera like Playroom until they have a filtering service.

it's time for sony/twitch to kill this shit asap.
There will just be stricter rules in the future regarding this. Twitch themselves will simply go in and begin to close rooms like this soon.
As a matter of fact, that little girl's room is "in review" right now and is about to get closed down.
Also, look forward to private rooms if this isn't a feature already.
I already did. I'm not familiar with the service though, not sure if it actually does anything.

I am on vacation so admittedly do not have time to read all the pages in this thread, but the first thing I thought was I could use this as a replacement for DropCam, which I currently have setup near my TV room to keep an eye on my house and pets.

Twitch are far too slow. And if they can't moderate channels in a timely fashion, Sony will have no other choice but block certain types of streaming from games... and we don't want that.
In the meantime, I hope GAF do the sensible thing and not take part with those trolls

All it will take is for someone to suggest something (which is already happening) and the kid doing it and bam, a massive shit storm will happen against Sony (even though its technically not there fault).
