I believe the general rule of thumb is that larger areas take longer because they don't like reporting until they have totals for each precinct, or something like that.

From what I can tell, Wayne county includes not just Detroit but also a lot of the suburbs around it. Hillary racking up a 67/33 type of lead in Detroit proper is probably being offset by the surrounding areas. Mind you, that's just a guess not really knowing the demographics of the areas immediately surrounding Detroit. It's also possible that Hillary's lead with black voters in Michigan isn't quite as impenetrable as it is in the south.
