No idea definitive idea on either. It may very well be the case, but outside of something I had heard awhile ago, we just don't know right now.
That part was under Polygon's predictions, iirc, instead of what's actually in the rumor. Ian got them to clarify.
Eurogamer's article mention of that part didn't mean their sources told them the exact same thing of no X-men, but singles out saying this is what Polygon's report is saying.
For those who missed it on the previous page, Tom Phillips (Eurogamer) confirmed that he heard the same things about MvC4 as Polygon did from their sources. The stuff I listed when I asked him were...

I kept forgeting to put Ant Man in my MCU list, how the fuck would he work lol 
Im actually excited for the possible new characters, but im of those weirdos that always want rosters to be like...90% new if not more. If i wanted the old, I would play the old games.

But really, I expect two movesets and a quick size change special or command-normal that, like a flight mode, people can swap between them mid-combo.

Eh, that's highly unlikely. We barely get any Vs. games as it is. It's been what, 5 years since UMvC3?
I remember just hearing, back then, that a new Vs. game was coming with Sony's help made me raise a giant eyebrow, especially if it wasn't going to be Marvel. Is it possible Capcom is working on 2 vs. titles? Sure, but I just don't find it very likely is all.

There's a part that wonders if he could work somewhat like Jin and Blodia.
Regular-size, ant attacks (with him turning tiny for throws/command grabs).
Turns Giant Man for Giant Fist and other "big time" super attacks.

Such things could be covered under the MCU film contracts maybe. Also I don't think it's too much of a stretch. Aside from how the capcom side would work.
We don't even know the engine yet, but it sure doesn't sound like it'd be Unreal

Maybe they'll go the KH2 route and use the actor's likenesses for the character but not their voices.
Then they just won't get him. Seems like Chris Pratt can be gotten pretty cheaply, though.
