I'd have to imagine it may have to do with Marvel's game division doing an honest effort in trying to give people what they want. There's plenty of other game devs they could have gone to that aren't Capcom such as Iron Galaxy if they just wanted a Marvel exclusive game. Plus if they're tying the MCU into this specifically then they can really play up this particular enterprise now embracing a much larger scale crossover now that fans of the MCU have gotten accustomed to characters crossing over between movies.
Either that or the occam's razor suggests it's just the characters being "based/inspired" by the MCU rather than the comics.

I actually think no XMen make me more excited. There are tons of non-Mutant characters I'd love to see. It guarantees Marvel will be a lot more willing with the license and not kill the game 2 years in like UMvC3 (Or really, it was less than a year until they were FORCED to come out with UMvC3 and there was no DLC like all the stuff that was promised.) If the license mishap ever clears up, I'm sure an XMen themed pack will be available. It'd be good to see MvC4 or whatever it'll be called evolve like SFV has. SFV started off of the ground and is now reaching new heights each update. If MvC4 can start with a higher floor (More characters, content, and options), it'll be amazing.

Injustice 2 might not skip PC, Boon said a port is likely and I'm thinking they partly fixed up MKX so they could do one and not have everyone throw stuff at them.

WB treats PC players like second class citizens whereas Capcom doesn't (other than that rootkit thing with SFV), so I'd imagine this would come to PC.
