Problem with my PCI USB 2.0 controller

I just purchased a Ali USB 2.0 controller card (PCI) and I'm having troubles getting USB 2.0 speeds on uploads to media devices. Downloading from my devices (256mb Sandisk thumb drive & MPEG 4 60GB media player) is fine.. and working at USB 2.0 speeds. The new PCI card is a 6-port controller (4 in front low power, and 2 in back high power). I've made sure to use the ports in the back. I get about USB 1.1 speeds when uploading. Made sure to disable USB 1.1 for the onboard EPoX 8k3a KT333. I'm using the latest Via 4in1 drivers as well.

This is Windows XP Pro on SP2. All the correct Ali usb 2.0 drivers appear to be installed and functioning properly. I went through my XP services to make sure I had the needed services started. Poked around in the bios a little to make sure everything checked out.

Also, I can transfer smaller files at USB 1.1 speed to the devices.. but larger not only fail, but usually cause the system to hang or restart explore.exe.

Peculiar.

EDIT: Oh to add.. yes, the devices I'm using are fully USB 2.0 high speed. The cable for the MPEG4 player supports highusb (480Mbps) too.. obviously, since it can download at that rate.
 
That ALi controller blows. I had a card with that on it that I tried to use with my iPod and it didn't work, period. The solution was to get a card that used the NEC USB2 chipset. The NEC chipset is faster and a lot more compatable. The card Belkin sells uses the NEC chipset.
 
I had the EXACT same problem. Here's what I had to do:

Uninstall drivers.

Install http://www.usbman.com/WebDrivers/Ali USB 2.0/aliehci_152.zip
these Ali Enhanced USB 2 control drivers

Shut down / restart.

Control Panel > Device Manager > Hardware

View > View Devices by Connection

Find the PCI bus entry that has your Ali USB 2.0 enhanced driver branching off of it. Any devices that are on this bus that are trying to use a similar IRQ (if it isn't showing by default check properties and the resources tab) are going to give you one bitch of a time. Anything that isn't completely necessary at all times? Disable. Or just disable them when you're using a USB 2.0 device.

Shut down / restart.

Try your USB 2.0 device.

Turn off realtime virus scanning if you're using it as well. I use Norton and it slows down my iPod something rotten unless I shut it off.
