Well... there is. Think of how much traffic Google receives on daily basis. Aside from how huge a search engine it is, the fact that many people have it set to their desktop, programs ping it to see if the internet is working, etc. It's almost like they are getting DDoS'd all the time. They just have servers than can handle the load.
Well, some shithead is spamming the servers, so that's what's going on.
Someone already explained why this is a thing - and why it's not a simple issue to correct.

Saying that it's outside factors is no excuse. Companies like Sony have teams in place (or at least should) to prevent these sort of attacks. DDoS is obviously a tough one to completely stop but there are various means of minimizing the impact. With Sony's history of shoddy network infrastructure I'd be surprised if they were up to date in this area.But this is an outside factor. And it was down just as much in the PS3 times sans the big hack (and these LS attacks).

It's not that, if a sophisticated bit of malware is written to target a specific company how can the AV software that is typically used to protect against global threats protect from that?
Once you are around the software protection you just need to dupe the guys in the server room that your traffic is legit which shouldn't be too hard if you piggyback everyone else's traffic.
People smarter than have pointed out in other threads that the cost would be way above a whatever PS+ is gaining by membership. Microsoft can allow itself that cost because they have a server farm business.

I have no idea what they actually implement so it's hard to say what to recommend. I'm assuming they spent a lot of time on intrusion detection and prevention after the hacks a couple years back, but most of those solutions offer minimal help with these sort of attacks since theyre not actually trying to get too far into the network to get data anywayLike?

Here's a white paper from Cisco that covers a lot of the very basics and briefly explains why most standard network security implementations just aren't suited for DDOS type attacks. They recommend their branded solution that I don't have any experience with personally.

You can switch it off in settings.It was dropping in and out for me while I was playing Driveclub earlier, but thankfully I was just doing single player. Still, I went ahead and turned it off and hopped on Xbox One. Got tired of seeing the server message pop up.
I got server jitter two days ago, first time in months. That sale is going to bring a lot of fresh cannon fodder to BF.I played a couple rounds of Battlefield 4 tonight from around 5 to 6 EST and it worked fine for me. Haven't been on since. Won't be back home until tomorrow night.
