Think it's called "pigeon toe"(?) http://venturebeat.com/2010/05/18/finally-a-lead-female-trainer-who-can-stand-on-her-own-two-feet/
I remember this being pointed out on the female Pokémon trainers feet pointing inwards when they stand, which is apparently a common thing amount Japanese females.
I don't know what a "otakus" is but that's a pose I see women do often. Maybe just a feminine thing I dunno it's my two cents.
Apparently so =S

The pigeon toe might not sound very glamorous, but it's a sure-fire way to make your legs look leaner and your feet look smaller. A red carpet tactic employed by celebrities such as Paris Hilton, who has US size 11 feet, the look merely requires you to turn your toes inwards when you pose. If it's good enough for the fashionistas on street-style blogs, then it's certainly good enough for us.
I think it's supposed to signify childishness. To emphasize 'cute' or youthfulness.
Really? You do? Because I can't remember the last time I saw a female actually stand like that.
Never seen this.
That's just Miku trying to be kawaii for her masters
Treatment
Most of these conditions are self-correcting during childhood. In the worst cases surgery may be needed.[1] Most of the time this involves lengthening the achilles tendon. Less severe treatment options for pigeon toe include keeping a child from crossing his or her legs, use of corrective shoes and casting of the foot and lower legs, which is normally done before the child reaches 12 months of age or older.[6]
If the pigeon toe is mild and close to the center, treatment may not be necessary. Ballet has been used as a treatment for mild cases. Dance exercises can help to bend the legs outward.
More of a fashion thing than anything
You can see plenty of examples of it on this site: lookbook.nu

I blame the Idol culture. Its this ''cute'' factor that popularised it.
I can't say I've ever done this. Looks sort of uncomfortable, but so are high heels... -.-
"Blame"? Whats wrong with more cute in the world huh? Have some fun with Miku!

Lots of Japanese girls walk like that for some reason.
I'm not sure if it doesn't have something to do with wearing completely flat shoes, I was told that originates a tendency to angle your feet inwards when you walk.
I kind of do this.. but it's not on purpose. My hips don't go out like that on the side, but my toes/feet are kind of inwards when I stand normally.
I finally know who Ballmer reminds me of; The Penguin.Megaman and Steve Ballmer are the opposite of kawaii. . . iiamax

I kind of do this.. but it's not on purpose. My hips don't go out like that on the side, but my toes/feet are kind of inwards when I stand normally. It causes my shoes to become uneven on the sides because I lean more on my heel. I didn't realize until I had to stop using a pair of shoes because they were tilting after using them so much.
But girls who do it on purpose do it for youthfulness, like SonicMegaDrive wrote. It shows a sense of innocence too (kind of like why Japanese men love pink nipples, but that's another story).
Nope, almost never. I also switch between 2-3 pair of shoes.
You know, I tried to play TERA but had to give it up solely because Elin's run animation was pissing me off.
