To be fair, in Japan it’s justified, pronouncing “4” is “shi” which means death, so it’s pretty understandable they don’t have a 4th floor (just number it 3 and then 5 and beyond) in their hospitals, if a loved one is one of the verge of death, you don’t want family members and friends asking where their room is and being told to go to the 4th floor.
still kinda weird, but yes, that makes a bit more sense. although they could just say よん (yon)... you know... which also means 4
edit: and I just checked, is actually used to count stories in a building... yonkai... I wasn't sure but I thought that was how you count them... so it's still just stupid over there as well
