Halo, God of War, Ghost of Tsushima, CoD, Forza, Gran Turismo, The Last of Us, Uncharted, Watchdogs, Battlefield, Elden Ring, Assassin's Creed, FIFA, Madden, Far Cry, Elder Scrolls, Fallout, Starfield, Diablo, Overwatch... none of those use UE, and that's just the ones I can name off the top of my head.

These games are from the top 5/top 10 biggest companies in the world. Yes, they obviously can afford to make their own big ass engines.

UE is more common in smaller scale AAA or AA (or Unity, for smaller and mobile ames) from not that top companies, like I assume is the case for studios from Russia and their allied countries like Belarus (I can't remember studios from there right now).

And well, as I mentioned even indie devs can make their own engines. But way more limited, nothing that can be compared to the work that there is behind UE or Unity. Top tier companies yes, they can make their top tier engines, specially focused on one or a few genres. Even if many of them, or at least some of their teams, are moving to UE.

And then for ethical reasons what happens with engines like UE made in (mostly) USA, a country that invades way more countries or caused way more wars (including the civil war in Ukraine according to top USA staff) and deaths?

The cope here about Russia is really something. There will be no Russian collapse; it will be easier for Russia to find replacements for western consumer products than it will be for the west to replace the missing Russian oil, gas, grain and fertilizer. If anything, countries like Germany are much more likely to experience an economic collapse, since their industry simply can't survive without cheap Russian energy, and their political class has been pursuing retarded anti-nuclear energy policies for the last few decades.

Anyway, I wouldn't underestimate Russia's tech sector. Russia is one of the few countries in the world with their own domestic competitors to US giants like Facebook or Google. The EU tech sector in comparison is a joke, if it even exists in the first place.

I think that making a game engine is only such an impossible task if your company is Facebook. There are certainly some Russians with the skill but a lot of them have left and their educational institutions are not what they were due to decades of stupid gangster governments who only care about their own wealth.
