As an adult who will gladly play Pokemon games, he's right. The E rating refers to appropriateness of the content, not the intended audience. That is why a game marked T may well be targeted at older gamers, even though they aren't teenagers.
E = everyone = content appropriated for everyone.

One could argue that Peppa Pig stuff is targeted at kids. Nintendo games, never saw any indicative that they target at kids.Right. The E rating is similar to the G rating for movies -"general audiences". The content is appropriate for that group, not appropriated for that group. IE, the Barney movie is rated G meaning it's appropriate for anyone to watch, but it's not intended for anyone, it's for kids.
It doesn't mean that a game rated E can't be targeted at all ages. But the ESRB rating alone isn't a statement of the target audience. I bet there are many E rated games targeted at old farts.

007 and Reanimal were already announced. But we could add Yakuza Kiwami 3, Octopath 0 and FFVII Rebirth.
I don't think that is the majority even considering only the major 3rds. There are various games from only one in that list.
