It wasn't weird. The 33% off PS+ was a separate SKU on their back end and recognized as a "different" type of PS+. Only the "normal" PS+ was upgrading without needing to be topped off.

That would require Sony to have a competent public relations department. Unfortunately, they do not. So I'm not holding my breath, but yeah, an explanation would be nice.
