Senate won't vote on House Trumpcare bill, will instead draft a whole new bill

They're not taking the L, they're building something that will clear both chambers, now that the House is done with their fantasy version. That should scare the hell out of everyone, not cause a celebration of L's.

The House still has to sign off on whatever changes the Senate makes though. And I'm not sure they'll accept those changes

This riles up the freedom caucus again though, and voters are going to lose their shit in Town Halls. So it's very clumsy at least.

The important thing is that the House only got their bill passed through blitzkrieg. With the CBO report coming next week, and the deadline for budget reconciliation fast approaching, and more reflecting on the actual impacts of the hill in the press, it's not clear whether the AHCA has a chance of becoming actual law.

Saw one of the Nates comment that the Republicans celebrating after the House vote is the equivalent to throwing a party for your team leading in the first quarter.

What are the chances of this new... senate bill being an actual improvement on top of ACA and not just a more palatable Trumpcare? Because I don't like the sound of it so far.

Are we just hoping for indefinite gridlock at this point as the notion gets passed back and forth?

Anything that 'is under budget' in the new Senate Beill, in order to be able to pass through reconciliation is going to need to be even more miserly than the current house plan, or be something else entirely....neither of which will please the Freedom Caucus types.

That being said, this still isn't 100% sunshine and rainbows either, in that the GOP are gonna push some shit through then swing it via the 51 majority (or probably even 50 + Pence) to get it pushed under reconciliation.

I think they house knew damn well they couldn't get it through because they came up with the most extreme version so that they could eventually settle on what they really wanted from the beginning, which is something just heinous enough to pass both the house and senate. This is a pretty common strategy.

I'm with you. The good news is the HFC has threatened to pull their support if the Senate makes any changes

but they always roll over

Not a chance. ACA has serious flaws but it at least helps some people. Anything the GOP passes won't do anything to help at all.

But there's a high chance this thing dies on the vine and they just call Obamacare Trumpcare from now on

What? No they don't. The HFC held this bill hostage until they made it as shitty as possible. It was the moderate R's that rolled over
 
It's not that complicated on the surface. Anything that is to become law must be approved by both chambers.

So if the Senate just makes a new bill, it then goes to the House. If approved, it'll go to the presidents desk to become law.

This isn't over. Senate will look to try to pass a bill with simple majority. The House then will actually have the ability to actually make something law.

and signed by the president
so you need 3 different parties to be okay with any bill

otherwise it will not become law.
it's fascinating, that the us is not a total wreck
somehow this works...

This is actually horrifying and the worst thing that can happen. They are designing an empty shell to not increase the budget and get an easy 51 votes in the Senate. Then they can just reconcile the contents of the final bill to send Trump via a tiny ass committee.

then rolled over again when he broke all his promises to them

now they helped him force through this shitty bill, and in the coming days will rollover again when Ryan skips over them to pick a replacement oversight chairman

They would probably have folded on this bill too if the moderates wouldn't get on board.

They hold more Ls than anyone

My guess is that if a group of Gop senators is working on a separate version aimed to be blended later with the House version, it's because they likely calculated it would make their process easier/ faster while not having to count on Dems... Hope I'm wrong.

Doesnt work that way. Any bill sent to the president has to have a final version of it approved by the house and the senate.

The senate won't approve any bill the freedom caucus likes because it'll kill millions, and the freedom caucus will crush any bill from the senate that doesn't kill millions. Round and round we go.

Some say Senate GOP working on their own plan. But more like substitute amendments. House bill will go to floor, am told.

Just amending the plan now, it seems.
 
Lol NPR was just playing clips of Trump talking up the house bill "Make no mistake this is a repeal and replace of Obamacare...make no mistake...make no mistake." Is CNN really running with this as a victory for Trump? The senate just embarrassed the shit out of him with this news.

Not exactly. If the Senate and House pass two different versions of the same bill, then they put together a joint committee to put together a compromise bill. They then have both the House and Senate vote on that. The process doesn't end until both chambers of Congress pass the same bill that uses the same wording.

The House went first this time, because only the House can initiate bills that involve budget/spending issues, but in other circumstances it is possible for the Senate to write a bill first.

This is all basic proceedural stuff for the US Government, I'm surprised that so many people are confused by it.

sure, but either way still means another house vote, and what the senate and the house republicans want is very different. And both of these assume they plan to nuke the democrat's filibuster, which is a huge assumption in and of itself
