It sounds a lot like speculation that the manager would decide to retaliate against you. Tip income is largely self-reported. I don't see how you can put it on the manager if you choose to not report a sub-minimum wage payday. Moreover, we're talking about minimum wage on average. You don't get bumped up to minimum wage if you work two weekends and make $25 per hour on those days and $6 per hour on the other three weekdays.
How do you even demonstrate that you made less than minimum wage in tips?
 
Times like these are when I love living in western Europe.
We use the tipping system they way it's meant to. You only tip for excellent service, nothing more, nothing less. It's not expected, just a bonus for doing your job extremely well. Everyone wins.

Being obliged to tip even though the food was poorly presented and the waiter was sloppy sounds fucking unreal to me. I guess it's nigh impossible to change things like these in the US though.

Tipping is nothing more than a scam so the wealthy can get away with paying their workers less. I know this might seem normal to an American, but the rest of the developed world isn't that gullible.

Where is the proof that the 15% you would be giving to the server would be added to the food?

Once you add the tax on American food, it approximately equals the price food in other countries that don't abide by the tipping culture.
