I'm not exactly sure how much of this was the fans idea and how much of it was from the encouragement of agencies ingenious merch concepts, but it is definitely something that has developed more and more over the years. Another big factor is the fact that these artists perform live on multiple shows per week, each show starring a dozen or more artists, and most of them giving an award to whoever was leading the music charts each show tracks. This competitive atmosphere is no doubt a major contributor to the mindset of picking a group and being a fan just for them.
Also, again similar to sports, these artists are recruited by agencies, trained for a debut, and their career is based on time-limited contracts that they may or may not renew based on their success and personal feelings. So agencies kind of show off new artists coming up, and if you like them it is nice to let the new, undoubtedly nervous kid have some real support greet them at their first stage, and continued and growing support can encourage them through the fairly grueling idol life and perhaps continue longer than they otherwise would have. A very loudly positive response can also send a message to management that they are an artist worth investing more in.
It is a lot different from the music scene here were you have either major labels using massive resources to create unstoppable megastars or indie bands trying to make a living off their personal art. Idol stars usually aren't so much seen as artists as performers, good kids who are working hard to bring everyone a little happiness. Compared to movie stars, their prestige is quite small, and the real passionate fans are mostly comprised of younger demographics even though they are generally appreciated even by grandparents. Agencies can make top-notch stuff now, but every venture is still quite a sizable investment of their available resources with a decent amount of risk to the company involved.
