Well you have to remember Halo’s development began 5 yrs ago. Doubtful 343 would have known XSX’s final specs since XSX’s development began 4 yrs ago.
Launch games never max out a new console for this obvious reason so all this chatter seems like mountain out of a molehill stuff.
I’d wager PS5’s games would run just fine on PS4 but that Sony simply won’t permit it for marketing purposes and that even then there will be cross gen 1st and 3rd party PS5 games.
This is mostly a perception issue.
I think launch games get a lot further along now with the architecture than in the past. Super custom ps3 type systems took much longer, not now. So they might not max it out, but that was never an expectation on my end anyway. Even going back to something like Halo CE it looked amazing to see those massive worlds in that fidelity on a console. Some of that being that the Xbox was a beast and easier to develop for, and there were no constraints of other systems. One of the best looking launch games of all time in my opinion, for those reasons. So, I don't think its perception at all. A brand new CPU with 4-5x the power, 6x GPU, more RAM, SSD all customized is a league superior to what we have. And I don't believe its enough of a marketing point to matter, the vast majority of gamers aren't even thinking that way at all. I just think gamers will see PS5 exclusives and see a difference, not because its not on PS4. That won't even cross minds.
