I just rewatched it and came to that conclusion.
First of all, I think each villian got received adequate development. Harry as New Goblin has been in the making for 2 films. We get 2 amazing physical fights against him and we get to see him emotionally destroy Peter (sogood.gif). We see Flint Marko pre-powers, get his motivations, witness his heartbreaking transformation into Sandman, and also get 2 amazing fights with him vs. Spider-Man. As for Venom, The Eddie Brock villian, he may have been short lived but we get time enough with Eddie's rise and fall and the Venom symbiote (on Spider-Man).
Emo Parker was entertaining. I mean the look was bad but everything he does was pretty enjoyable. Given how introverted they made Peter seem, what better way to demonstrate how the symbiote was transforming him than with the most extraverted activity ever - dancing (emopeterdance.gif). And how he goes after Eddie, definitely humiliating. I think it's great Peter says something like, "you want forgiveness, get religion," and he actually does go to church and that's how he bonds with Venom. It was short but beautiful.
The Uncle Ben killer retcon was a kind of stupid...but hey, faced with his Uncle's real killer, what does Spider-Man do? He forgives him, such character development! All in all the only crime this movie commited was a lack of venom, and that probably would have been addressed in the 4th film (Dr. Connors still has a sample).
I'd rate the Raimi films:
1) Spider-Man 2
2) Spider-Man 3
3) Spider-Man
