A few random people in the beta got an extra key sent to them by Blizzard. They are supposed to give it to a friend, likely to encourage more 2v2 in the beta by getting people who know each other in some way to play together. A lot of people are uncomfortable playing team games with total strangers and this solves that problem.
In Starcraft Broodwar, the game is very well balanced for 1v1 but is fairly broken for 2v2 (but I think that's true of basically every RTS). Korea stopped doing 2v2 because it was always Protoss+Zerg vs Protoss+Zerg, pick 1 opponent and Zergling/Zealot rush to cripple (while countering their own rush to cripple you). The team with an advantage would follow up with a Zealot/Mutalisk push and win. It would always play out the same way and got boring to watch.
I imagine that Blizzard wants things to be different in Starcraft II, and therefore wants more people playing 2v2 to generate more data for them to balance it better.
