So, this new cool game called X: Rebirth came out today, it's been a long awaited amazing game, that's supposed to take away all of my free time, till I saw this.
All in all, what I wanted to say is that fuck you Egosoft for the scam you are running.
I need to vent/whine again a little about the CIS/RU situation.

First of all - I live in a small eastern europe country called Estonia, we're in the European Union, the currency we use in our daily lives is Euros. We definitely are not currently occupied by Russia and we have never been classified as a CIS country, ever.

The 3 former Soviet Union non-CIS states all seem to run into similar issues with being lumped into the RU/CIS region. Steam support was able to deal with region locking issues previously so might be worth contacting them detailing the issue.

There is actually a consumer-friendly reason for this. A lot of people's banks will charge a fee for transactions made in a foreign currency. I don't remember what I have to pay off the top of my head, but it's over 3% with some minimum charge. Having done it both ways, I have always ended up paying more with the "official" conversion rate plus that fee than I would have if I'd taken the conversion rate offered by individual companies like PayPal.While we are at it, I was always wondering, what's the point for online selling companies to make all currency conversion for themselves and using rates they take from the sky.
Wouldn't it make more sense to charge in currency that company is operating in and leaving conversions to our local banks. Not only that is miles simple and makes more sense, it's convenient for everyone. So, why complicate things and make people unhappy?

Just launch the emulator, then launch the individual game.
People just have multiple links within Steam to the same emulator then name them accordingly.
If it has commandline support, try adding path to the ROM you're launching in the parameters.

Your SR2 performance perspective is about 4 years out of date.If it makes you feel any better, Risen 2 and Dead Island are horrid. Saints Row 2 is pretty much unplayable on pc regardless of your machine.
Saints Row 3 and Metro 2033 were the only good games out of that bundle and they are probably going to be extremely cheap during the autumn/winter sales.
It's just ePSXe but i'll check.
Consider switching to pSX, way more accurate emulation.
For ePSXe, -loadbin <file> parameter should work.
But pSX doesn't look as good when using plugins on epsxe and it has dithering direct from the PS1.

Even with that, it needs far more tweaking than should be necessary to get it at a decent speed. Had to fiddle with the multiplier thingy several times to get a playable speed.
