According to steam prices, it's never been lower than $6.24 through steam. It's a steamworks game however and I'm not sure if it has been on sale (in dollars) somewhere else, gmg, gamersgate or something for less.
Fez on PC is a lot like you going to a strip club and seeing a girl who was mean to you in high school. Like, you know you shouldn't revel in it and you'll feel bad about it afterward, but damned if you aren't gonna make her dance for you.

As far as proper releases go, I think Crysis 2. They have released plenty of games that have 0 dlc or patches exclusively not on Steam so their reasoning for the whole move was complete bullshit.
