You can selectively disable/uninstall DLC. Just untick the box, either in Detail View or the DLC window (right-click -> Properties -> DLC).

Been having a tough time reliably launching Steam on both my computers, sometimes have to restart Windows 10 several times. This started a couple weeks ago and I suspect it has something to do with some Windows updates. And often if Steam does start it's incredibly slow.

Search for the DLC on the help site, select it on the transaction record page and then select "I want to permanently remove this game from my account".

I've had some problems with Steam running slow over the last week or so under Windows 8.1. Just trying to scroll down the store or activity page was excruciating. Quitting and restarting Steam has fixed the problem for me. So it might be the client, not Windows 10.

Actually this Paradox thing made me curious about something. How often do base prices of games get lowered on Steam, or who is likely to lower base prices to begin with?

The various editions are just total bullshit. You get avatars, the soundtrack, and a guide, and even more useless stuff. The short story collection is also just useless, half of it is from their homepage, now taken down, I think, and each story is like 2 or 3 pages.Just to make an example, Tyranny Overlord is 80€ here, 1/12 of my salary, that's insane.
