As per JaseC, while using VPN to activate keys is fine, the situation might be different with region restricted gifts as you are directly bypassing regional steam pricing.

AFAIK there has been no recorded legitimate banning for activating a gift by VPN.

Thats whats said on the major steam websites anyway.
