Its made by R8 Games, who are comprised partly of former Studio Liverpool devs who made most of the (all?) WipeOut games. This is their new game, it was called Formula Fusion for a while but now its changed to Pacer.

Looks pretty good, I can't wait to try it but I'm deep in other stuff right now.
