Can somebody explain the "hero we need/deserve" axiom? I don't think I even noticed it much less understood it when I watched The Dark Knight all those years ago, and I sure as hell don't get what it means outside that context.

...But every time I see it used conversationally online, I try to think of what it means, and I never get it. Like, I know Gordon said it about Dent and then Batman in the movie, but what does it mean?
Like, is it
what we need = the pragmatic, functional person we have
what we deserve = something better
?
Or was he saying Gotham is rotten and deserves worse, but luckily it gets something better than it deserves? Or what? And how would it work out of the movie's context? I don't get it. I never have.
