Interesting vid. Outside of Gat, the average damage output in SSF4 is about 50HP less than Vanilla, and this is for situational combos that require a lot of meter. I think most Japanese top players will be able to clean up shop, considering how powerful Yun/Yang are and a huge head start on the game compared to most Americans.
