Sticky (and Rocket) Jumpers don't drop; they can only be crafted or bought. In the case of the Jumpers, it's cheapest to just buy them from the store; you can both for the equivalent of trading for one in metal.

They're typically going for 1 refined. 1 refined is roughly 1 USD; you can buy both Jumpers for that amount.

Unless you really want a clean version of course.
