Probably because it's her worst and most telegraphed move out of the dash. It's really only good for whiff punishing because you get a nice 70 damage combo if you hit it. I prefer to just do a 4 out of the dash though, if I see the opponent is pressing buttons after the 1,2,4 and doesn't respect the +21 frames you have on hit then it will be counter hit city all day. It's also +11 on block so keep that in mind. Good players will duck the 4 and launch you and that's where Josie players need to start doing a 1,2,3 string to hit the crouchers and keep them guessing which string will come out.
Players need to stop worrying about the lows, she can't do anything off a normal low hit so take the hit and move on. Why guess and risk getting hit for massive damage when you can just take a little 10-15 damage hit and move to the next moment. The 3 after 1,2,4 is also very easy to see, you can see it in time to do a low parry so I would suggest doing that, you can beat it with a jab but then you are guessing and they might throw out a 1 or 2 and counter hit you. So my advice is just block and stop pushing buttons, it the low 3 hits then you take a tiny amount of damage, once you get use to seeing the animation you can low parry the 3 for a nice combo and that's when they need to start using other moves which can all be ducked high.
Bad Josie players do this crap over and over and for some reason it works because people are very impatient in the game.
Also be on the lookout for a grabs straight out of 1,2,4 once the stance is cancelled that can catch people who might think something else is coming out and instead get grabbed.
