That's the scary thing, anyone driving a vehicle could potentially cause dozens of casualties. Why spend time, money and risk being caught building rudimentary bombs when you can just drive a car into people instead?

Yeah, it's pretty scary.
A friend of mine died a few years ago in Glasgow when a driver passed out at the wheel and ran over them and that was an accident. It's pretty scary to think about how easily vehicles can kill pedestrians by accident nevermind when they're being weaponised like this.

A car that weighs up to 2 tons going at 50 kph will still easily kick aside stationary water barriers which weigh 300 kg. No, the only way to protect people are welded steel posts.
