Just because they can doesn't mean they will. If Nintendo's really adamant about the safety thing, then it isn't a "rating" thing, it's a "making family friendly/safe products" thing. Yes Nintendo has shown that they can do VoIP but that wasn't in a game. That's why I said that I don't think we will actually have it in the main game but maybe in a chat between games (only using the arm7 processor for graphics).
