For Spock, Kirk and McCoy, maybe they would be in Tier 1 if I hadn't started with TNG and grew up on '90s Trek. I guess it depends on who you watched first.
For Captain Janeway, the rest of the Voyager crew, and Enterprise... Tier 7 and 8?:lol Maybe it's my fanboy feelings for Star Trek, but I wouldn't place them that low. I don't know.
However, as I said in the post, there are a lot of characters and I forgot two: Lwaxana and Ezri. I definitely liked them more than Leeta... so, put them both in the "good" column?

For Voyager, The Doctor is in Tier 1, so that didn't include him. Phlox was pretty good. Voyager characters don't develop or change or, well, do anything. They aren't interesting or even human in their emotions or responses. They laugh together cheesily at the end of episodes. Seven, The Doctor, Tuvok, and Lon Suter I could even begin to rank.

I forgot about Suter. Suter was short lived, but he burned brightly. I have the same feelings about Ezri: she only had one season, so the writers did what they could. Look, I just managed to remember her. I like Kassidy, Lwaxana, and Ezri a lot more than her, but I forgot about them.
