It's a silly term to describe something that is a very real risk in the interweb age.
That dude in the red sweater during the presidential debates is the perfect example of it. People lost their minds over the dude looking sorta like a goofball, dressing like their grandpappy, and having a 80's pornstache.. but a quick look at his reddit account showed that he was into pregnant pornos and approving of police killing unarmed black folk.
Now me? I knew that dude was on some other shit from jump (because how could you be smart and still be undecided with Trump in the running?) but that dude being a lowkey creep took a lot of people by surprise.
Another example is when all those people lost their minds at some "hot cops" during the harvey relief efforts and were shocked (bruh) to find out that one of the cops was a secret nazi.
So it's basically a joking phrase used to express shock at someone that you just found out about online being a total asshole behind the scenes.
Either way, it's pretty harmless as far as internet memes go.
