The covenant stomp them. This is not a reflection of which series is "better" or anything, they just aren't on the same scale. The Covenant in turn get roflstomped by the Galactic Empire of Star Wars, who get stomped by any number of species in the Culture series. I think there's some high end Xeelee saga shit too, and the Time Lords from Dr Who win most things because lol time travel.

I would pick the Helghast. The covenant are shitty at war; they had all this futuristic tech and got their asses kicked by people.
I normally don't count the books, but I'll go with it. While Base Delta Zero sounds impressive, it doesnt seem leagues ahead of what Covenant could do. And as the Covenant is a coalition of many races, I feel they have numbers on their side. One could argue the Galactic Empire is made of more than one race, but I really only count their army. I think the biggest advantage I'd give to Covenant is their ship-to-ship battle capabilities. The twist about why the pursued Mind from the beginning went suicidal, is one of the most badass moments in the entire Culture series.
The Culture would absolutely WRECK the Covenant. They have like, Superman level powers, plus Batman level planning skill.
