Not only that, but when Joker says "What doesn't kill you only makes you stranger" (or something similar) it sets up for a new villain down the line.
With Joker done, Two-Face done, Catwoman sucks... there aren't a whole lot of other big-name villains out there.
Fichtner might be one of them.

There were barrels of oil rigged to the explosives. They were seen. Also, Batman needed to take the fall for several reasons. One, if it's revealed that Harvey killed five people, everyone that was prosecuted by him would be able to go free. Two, the public loved Dent, and morale in Gotham was up and if the public found out their 'White Knight' was a murdering psychopath, there would be no hope for Gotham. Anyways, Ive said it a bunch of times already, but Ill say it again: if Nolan's vision for BB3 involved the Joker, then you recast and move on. The Joker existed long before Ledger, and will exist long after his all too soon demise.
