i think your overthinking it ,oblivion and skyrim more npc mods dont break the game engine unless your overdoing it ,and if its done by actual devs im sure it could be easily ironed out.
I'm not saying it's impossible. But you would look at 2+ more years of development just for some generic NPCs with nothing to say and no routine. Totally not worth it. The mods you are referencing are very broken (I just looked it up and the comments are funny to read). Also they just stand there looking all the same. Meh no thanks. The Skyrim one is pretty much broken, and the Oblivion one don't just add NPCs but also houses in a way that doesn't make sense. The result is as I said earlier a broken game with routine not working and NPCs just standing there. Good shit uh.

And this is a remaster, not a remake, and not the subject of this thread anyway.

I just played it for 2 hours or so and I completely agree. Soulless is the word that came to mind for me as well. Just generic UE slop.
 
so glad it took all of 5 minutes for a color lut mod to bring back the green into the game. No idea why they pushed it so warm/red.
