I feel like this show assumes I've seen Arrow.

I think it expects you to be aware it exists, but nothing has really required seeing Arrow if you're willing to accept that stuff happened, like how Barry met some people that one time. Of course that's going to go out the window at the crossover, where you'll need to watch Flash, Arrow, then Flash again to follow the story.
