That's actually exactly what they're designed for. Tyre walls have a tendency of letting cars pierce through them without absorbing much of the impact, so these barriers have tended to replace tyres in particularly dangerous areas.
But they aren't meant to arrow underneath surely? It just creates a point of impact for the driver's head

Let's look at it logically. If you build a wall you dig a foundation. These barriers are placed on top of the ground, so maybe they need to be put in foundations.

Walls need to dissipate the energy... that is the important thing... bring that sucker gradually down in speed... I can imagine it is better that they aren't on foundations...

The whole point of absorption barriers is that they should move and absorb the force. If you nail them down it's like hitting something solid.

so the car can bounce up or barrel roll into the barrier? great

The car went straight into the barrier, it wouldn't have rolled or bounced. And it works for other tracks.
