I wonder why it's actualy THAT hard to get the game to 60. The PS4 isn't a powerhouse but still way more powerful than the PS3.
Emulators don't always run old video games solidly despite their powerful hardware. You may get spikes of 120fps, but you'll get crashes to 10fps as well. Though, I only mention emulation as an example of when even brute strength does not equal solid performance. The PS4 is amply powerful, but it's not a miracle machine either. There's optimization that has to occur for a game that was highly specialized for the SPUs of the Cell processor on PS3 to translate and excel in a more traditional x86 environment on new hardware in the PS4. The entire game code has to be rewritten when transitioning from a last gen build, to a new console.
