I have a doubt: it's possible ps3 version has the same blurried effect of bioshock who cause lack of detail? Do you try at different resolution (720p and 1080p)? Half the time I have to have the differences in side-by-side comparison vids pointed out to me, but I actually said "Jesus" out loud when I emerged into the wastes on 360 after playing the PS3 version.
As an aside, I'm finding the game to be a bit of a slog. There's more walking than in the LOTR trilogy. Extended editions.

However the story of resolution it's another strange point: oblivion engine on ps3 was 720p and on 360 600p, now the opposite? Meh...Bethesda don't stop to surprise me of this fallout 3 ps3 version. The PS3 doesn't have a 'blurried effect' - in fact, the jaggies are far more noticeable in the PS3 version. Wouldn't surprise me if it was running at a slightly lower resolution, TBH.
My TV is one of those which has a 1080p setting, but isn't true 1080p (it's a 32" Panasonic Viera) - I noted that the setting automatically changed to 720p on the PS3 version while it was loading - as it did with GTA, and that turned out to be less than 720p.
