The Official Fallout 3 thread of post-apocalyptic proportions!

My current GOTY. It'll take nothing short of a miracle to surpass it, and I don't see any game on the horizon that will. It truly brings me back to the old school PC RPG's of the 90's.

Level 20 is the cap, and is the last level you get perks.

This game caps you because it doesn't want you to be overpowered at everything. It's about specializing to a specific way you intend to play, and the game is balanced for it.

Most western RPGs from the 1990s had a level cap around 20. I think a lot of it had to do with making attribute points like Strength meaningful, by making them relatively permanent, and not giving you too many perks.

Thanks for the info. Looks like I'll be making a new character tonight. I spent way too many perks on XP bonuses and stuff-- I leveled fast, but at level 17 I'm too torn between the remaining perks. Might as well start over sooner rather than later.

Anyone made it to the Post Office in L' Enfats? The story about
the psycho killer and the ambiance was especially creepy. Down right terrifying when you find gibson and his key and note. Now I need to fins the house.

I just did the (very minor sidequest spoilers)
Moira Super-Duper-Mart quest
, and there was a named corpse (Ben-something, ehh) outside the building, without anything special on him. What's that about?

There are 3 in Robco. I have to comment that thus far I've been disappointed by Rock-It Launcher and Railway Gun... they are truly novelty items compared to a Chinese AR or the Combat Shotgun.

Lots of places, i know there's quite a few in
Springvale Elementary
right near the start but i'd think any school, clinic, hospital type place would do.

I find the Railway Gun great on account of ammo being plentiful, a large clip and decent firing rate. It's my "wasteland scavenging" gun now, I only need to pull out the Combat Shotgun or Chinese AR when I encounter the larger enemies (Deathclaws, Super Mutants).

Do you know where they are in Robco. Im there now and havnt found any yet.

Question!!

I have a 1680x1050 Monitor, I can run the game on ultra high but at lower letter box resolutions on an HD4850, I'd like to run the game in 1440x900 but everytime I load it up I get the screen shifted to the righthand side and a huge black bar on the lefthand side. Is there any way to get the game to scale properly?

There is a pair of crutches in the upstairs bedroom of one of the houses in
Minefield
if I remember correctly. (not really a spoiler, just tagging it since it's a location)

I'll probably give it another shot later, but right now I'm quite cool with using 10mm pistols for the lesser foes.

Hmmm, that might be ben wilks the little boy you get the Those! side quest from...

Just Remember, the Railway Gun's power increases as you level your small arms and find other schmatics of it.

uh.. we are talking about the same skill. Small Arms governs pistols, Railway Gun, Chinese AR and Combat Shotgun, so if my damage is increased due to Small Arms, it applies broadly across all of them. There is no conflict of variable in this comparison.

Do the other schematics increase damage to 40+? That's the damage rating of a near perfect conditioned Chinese AR and Combat Shotgun. Even at 30+ you have my attention, since I've been using a 35 damage Chinese AR for quite a while.

Regarding Oasis quest

When you get the Barkskin perk are you supposed to lose some visibility of text in the Pip-boy or is this just a glitch in my game? I've reloaded twice now but if I choose to get barkskin my pipboy blacks out.

If you build them with all three schematics, they are at 150% strength. They are gimped with just one schematic.

What? Uhhh, Like I said before upping your small arms skill increases the damage output of the Railway Gun (and of course any other weapon in that category.) But obtaining additional Railwat schematics (as was mentioned by someone earlier) increases dmg output and raise it to lvl 2.

How would people feel about a custom soundtrack for 360/PC versions of the game? (and PS3 if it supports custom soundtracks). I'm undertaking to create one for myself using 50s music and if there is enough interest I'll probably torrent it for interested parties. I'd like some suggestions of the kinds of artists (and even particular songs) you would want in this tracklist as well.

My Combat Shotgun, fully repaired, is 56 damage and I looted that.

I'm a bit confused by the claims over the internet on how exactly schematics augment custom weapons. I've heard 2 reports:

i.) that leveled schematics strengthen the weapon's maximum strength
ii.) that leveled schematics work like a high repair skill, i.e. with the same no. of components, there could be more mines, or the condition could be better upon assembly.

What I've tested thus far is to make 2 Railway Rifles and repair them. At 80% condition the Railway Rifle was spotting 24 damage; at about 50% it was showing 21.There's also reports that the number of schematics per custom weapon is 3. I'm hoping i.) turns out to be true, as that will indeed make the effort to hunt down 3 schematics/custom weapon worthwhile.

As it should be, because at around 80% condition it is giving out 45 damage for my file.

edit: I should add that my base Small Arms skill is around 73 for this post. Currently, I think the Railway Rifle definitely packs more punch than a pistol and is slightly better than the Hunting Rifle (21 damage at 90%).

Just completed the main story, 20 hours logged. AMAZING game, holy shit. Definitely my GOTY so far, I don't see it getting dethroned either.

I'm going to hop back in and finish up all the side quests.

Favorite story quest:
Tranquility Lane and calling in the Chinese Invasion. So awesome.

Just beat it, the last awesome, awesome game some spoilers near the end

I had a big ol grin escaping from the enclave after I convinced Eden to end itself, and watching the soldiers getting owned by robots was sweet, then exciting seeing Fawkes with a Gatling laser and us running away as flaming vertibird and the mountain exploded was definite coolness!, I also love the robot charge at the end also, very cool.

Some huge ending spoilers and comments
Only 6 endings???
Guy Leaves Vault and is either:
A: Bad Karma
B: Good Karma
Then
Guy either
A: Kills self to save others
B: Lets the Lyon girl do it?
Then
A: Guy either poisons water
B: Doesn’t poison water
Then
War, war never changes etc...

WTF guys, what about all the side quests I did, what became of the kid you helped get to rivet city, or if I blew megaton, or not, what about Amata at vault 101, Paradise Falls, The ghouls, Oasis, etc, it’s like none of those quests even mattered.... All it woulda taken was a guy making screen grabs and power points with Ron Perlman for a day doing VA for em... did you run out of time, or Disc Space, that to me was the only letdown I’ve had all game, the ending was blueballed imo....but aside from that,
I liked it up there with the past 2, I look forward to some DLC, Expansion, or sequel from Bethesda

Hey Amata!

Nice to eat you.

Didn't really get into the game until about the 5 hour mark and have thoroughly enjoyed it since. 3 side quests to go.

I can't find the npc that teaches you how to wear power armor. Do I have to be past a certain point in the story? I'm at
Waters of Life
quest.

I had to bug a few NPCs at
The Citadel
. Doing one of the main story quests it came up as a dialog option. It was definitely after the quest you are on.

Yup, you're almost there. Just keep pushing through the main quest until you reach
the Citadel, and speak to Elder Lyons for permission to be trained in Power Armor. After that, look for Gunny. He's at the training grounds of the Citadel.

Has anyone else experienced the classic memory leak symptoms? After playing for an hour or so earlier, the framerate dropped massively all over the place... (360)

well it takes some times but after some research I found a tool to cap every DX9 / OpenGL game at the desired framerate (no DX10 yet sorry)

first you have to download this tool (I'm not sure if this is legal or what, seems freeware to me so mods do what you want)

http://rapidshare.com/files/160642187/FPS_Limiter_0.2.rar

extract the content to a folder and run FPS_Limiter_GUI (you must have Java enabled)

it looks like this

fpsgui.jpg

you just need to point to the path where the game executable is located and select the desired framerate, note it defaults to DX9 applications. Click on "create bat" and there you go, you should have now in the folder a direct access to the game limited to the desired framerate.

result: http://rapidshare.com/files/160661014/LP30FPS.mp4

that was a small video of Lost Planet with maximum settings and 8xAA/16xAF capped at 30fps running on my modest PC, it runs silky smooth at a never faltering 30 fps. The best part is both the CPU and the GPU workload is reduced and so is the power consumption, triple win.

and now Fallout 3: http://rapidshare.com/files/160661015/FO330FPS.mp4

with Fallout 3 you just repeat the process and then change the variable iFPSClamp=0 in Fallout.ini to iFPSClamp=30

this is how I got the game to run in ultra settings with 4xAA/8xAF at rock solid 30fps and said goodbye to the hiccups. Hope this helps.

This basically eliminated the issue I had with the framerate stuttering!

Did anyone else completely lose the Water Treatment guy in Megaton? I know someone asked this question before but it's really bugging me in my game. I did his quest early early on so I could sell Scrap Metal to him for 10 caps a pop (instead of something like 2 to other vendors). I have 23 metal stashed in my house and am carrying a small pile on my person but I haven't seen in forever.

Someone mentioned that NPCs have a chance to die by falling off the catwalks in Megaton thanks to a bug but I searched all over the floor and couldn't find him. Anyone know if there is truth to that claim or know some places he hangs out? Maybe I just keep missing him.

Yes, the next mission after that one called Picking Up the Trail is when you finally get trained. Speak to Elder Lyons first then go to Gunny in the courtyard.

I always find him either in the treatment plant or standing outside around 10am, try to see if he is around at that time. If not then he probably died or is bugged.

Yeah I had the same issue and I was like "NOOOOOO" but it gave me the opportunity to replicate Oblivion's silly pick-up-shit-but-it's-really-floating-in-midair thing.

The guy in the background was just staring at me for awhile while Walter was doing a fun dead dance.

:lol I take it he no longer bought scrap metal from you?

Anyone else attempt a melee/explosives character? I use no guns at all, and I'm still kicking ass. If I'm swarmed by enemies, I lay a mine and huddle up in a good spot, then come running to bash what's left of them when it explodes. Melee + VATS is super fun, especially, setting two leaping enemies on fire at once, then hunting down the wimps that run away from Bad Jacob. Grenades are also super handy since they don't need a clear line of fire. Even super mutants aren't giving me much trouble so far.

The Replicated Man spoilers:

Fuck. I wanted to kill Zimmer and that bastard deserves every bit of help to send him packing to hell but he has complete immunity as a quest npc, and every time Cross and I knock him down he just stays unconscious. Argghh! Why didn't THIS legacy from Oblivion disappear as well??!

That sounds incredibly boring, sorry to say... the skirmishes you will encounter with 3 to 5 enemies will overwhelm that fighting strategy. Having 3 to 4 enemies all hitting you with gunfire as you meeleing one will drain your of stimpaks...

That sounds like a lot of fun :lol
I want to try a rather unconventional character on my next play through. Did you go for the toughness perk? The one that gives you +10% damage resistance?

The game needs to stop distracting me with awesome sidequests and distracting interesting buildings and let me get down to business; I'm sick of hearing Three Dog tell the same three stories about my awesomeness over and over!

Also, holy shit, I had no idea the range that those ants have. I think I've got like ten more seconds to start backing up while my AP recharges, then suddenly I'm
engulfed in an obscenely long jet of flame.

Between that and having my Shishkabob out when I stumbled into a gas pocket on the Broken Bow, my character spent a lot of my playtime today on fire.
