I'm basing my comment on sheer looks. The f22 is a beauty. The 23 looks like shit.
However I'll watch the video and see what it can actually do.

To get really high and fast for a chance at escaping atmosphere you need something like a scramjet, used in the X-43a.
But once you run out of air to use as propulsion, you really have e no choice but some sort of rocket with on board remass.
But if you have a fusion core you can accelerate a little remass REALLY REALLY fast, if course that stuff is crazy radioactive

If i would have to put my money on it.
I would bet it's some sort of regional bomber/missile truck, although the 3 engine design makes it even more interesting to speculate.
