You know, now that I look at this, is Biclops supposed to be an anti-hero or a villain who uses his powers to deal with old grudges?
Thinly veiled power fantasy.
In the realm of fiction, Biclops beats up a gang of football players for whatever fictional crime they were responsible for. In reality (Simpsons reality), Milhouse is drawn to a character who looks like him and who he can personally identify with, and who defeats the same sort of people who tend to hurt Milhouse, both physically and emotionally.
It's satire on the pandering nature of the comic book industry and it's willingness to exploit the weakness of children, deliberately extending the lie to the point where it breaks.
Reminded me of this:
