Looking it up, I've noticed it comes from a 13th season episode. Surprising that such a popular image comes from a post-classic episode.
Just because an episode isn't from the first 9 seasons doesn't mean it isn't funny/has funny bits.

I have checked my The Simpsons A Complete Guide to our Favorite Family and I didn't see any hint to it in the descriptions for Old Money or The Last Temptation of Homer. Old Money has the following quote that suggests she doesn't have kids.
"'Tis a fine barn, but sure 'tis no pool, English."
Bart: "Well, Dad, here's my report card. I think you'll be pleasantly surprised."
Homer: "'A+'!? You don't think much of me, do you, boy?"
Bart: "No, sir."
Homer: "You know a 'D' turns into a 'B' so easily. You just got greedy."
Bart: "So I won't get to go to camp?"

Season 7 is absolutely the best season and I won't hear differently. It would have also been an amazing jumping-off point if they decided to actually age the characters and focus more on character development. (Hell, as great Season 8 is, I'm totally bummed everything that happens to Lisa is basically ignored. She learns not to be a know-it-all! She learns how to make friends!)
Summer of 4 Foot 2 is easily my favorite of all the season finales. It doesn't elevate Season 7 above all of the others that preceded it for me but I can understand how it could for someone else.Season 7 is absolutely the best season and I won't hear differently. Yeah, I really noticed that when I watched Witness for the first time a couple of nights ago...which incidentally had another bit that the Simpsons referenced (when those redneck types badger the Amish by rubbing ice cream onto one of their faces). Oh and...Amish = Swiss-German roots
