That's the normal hair. It doesn't look too bad at all actyallu, just very polygon-y - like usual video game hair. It definitely looks like it's being acted on by physics though, and it's not just one whole mesh, there's little mesh strands around, so it sells it well.
Hairworks version is on another level though.

Even in TW1 this was not the case. CDP has always made a point to include some kind of hair physics for Geralt lol

I think this game will suffer from the same issues GTA, RDR and Skyrim suffer and prevent me from liking it.
For any veteran of the series, is my impression regarding the combat correct? Is it slow with small malee variety?
Oh, it's totally nit picks. It's al we got right now. Even if I'm nit picking this or that, it's never to the levels of: "So the game sucks 'cause pop-in".

Of course PC is the way to go my friend. But you wouldn't be left out in the rain if you chose the PS4 though.
The weirdest bit about all this is that seeing this game so close to release, I cannot help but wonder how amazing that cyberpunk game could end up looking.

Well, the combat has changed drastically from TW1 to TW2 and it looks like the combat in TW3 is a refinement of TW2's system.
It's not the fastest system nor the most in-depth but it seems perfectly serviceable. Personally, as someone who isn't a fan of TW1 or 2's combat system (I thought both games had absolutely awful combat systems), I'd still recommend you to pick up the game. They are fantastic RPG's and everything else in the game is done well enough for you to overlook the flaws of the combat.
Hell, even though I think TW2's combat was awful, it's one of my favorite games in the last decade.

I have a simular dilema, have a powerful PC and a ps4 but if the game has a stable enough framerate regardless if it's 30 i rather play it on ps4, the easy of use, party chat with friends, consoles are very social friendly and that's in a way more important to me than prettier graphics, the fact that you can stream and capture media with the press of a button on your console is great as well, i tend to play games on my PC when they are a technical mess on console ALA assassins creed unity but everything that runs stable goes on my ps4You really prefers trophies and chat over 60 FPS and superior visuals?

Same here. I find the hassle of PC gaming to be too much sometimes.
However, with a game like TW3, PC's the way to go (and worth the hassle). It's not often you get a technical and graphical marvel alongside a fantastic game.
The difference really is a variety of factors. With consoles, you can pretty much put the disc in (update the game if need be) and play the game. With PC, it's often a little bit more complicated and sometimes, you just aren't in the mood to fix the 9th error that GTA V decided to spew out at you.

What hassle? Clicking on the game on Steam and waiting what will likely be 1/4 of the time for a load screen on PC vs a console is a hassle now?
Come off it. I get it that some people prefer console gaming, but there's no reason to invent shit in order to justify your decision. also chat? PC is where social media shines. You can't beat chat options on PC with consoles.
I prefer Sony stuff. It's not convenient to put my PC under my TV or I don't have somehting to strream from my PC to my TV, I like to collect game boxes. Those are all valid reasons to own a PC and yet prefer to play some game on a console.

In your case I will choose PC, not for graphics only but especially for the upcoming mods, the ability to bring saves from Witcher 1 to Witcher 2 which affect the game and bringing saves from Witcher 2 to Witcher 3 which will affect the game too. So basically Witcher 1 saves affect Witcher 3 indirectly.
