Yama was a firm supporter of don't ask, don't tell.
This isn't at all what this phrase is supposed to refer to. Must be what happens when Soul Society doesn't pay a lot of attention to the living world's cultures.
And admittedly at times when it DOES come up with them they do give him some crap, IE Byakuya when seeing zombie Rose and Kensei. Though given they're alive later that was probably a small price to pay.
On that note I find it kind of funny how some people are going "what the fuck" to that. They got zombified, Mayuri reversed two cases, and they were "killed" off in the most weakass way possible. Granted you never know with Kubo, and that type of death would be OK in other types of stories like Game of Thrones perhaps (discretely poison a character in their sleep, done) but for a shonen where characters rarely die anyway like Bleach, uhh, it's honestly REALLY hard to swallow!

The real explanation is that Kubo feels that Mayuri represents a "necessary evil" for the Shinigami side. It's why he still gets to live and people who "fight for evil" like Starrk get to die.

Text can be kind of a bad way to show a joke response. And besides that'd have terrifying implications for repealing "Don't Ask Don't Tell."
According to Ywach the original Gotei 13 were just a bunch of vile killers whose actions eventually led to order and Yamamoto thought that everyone, including his colleagues, were expendable so it kinda makes sense that Mayuri is still around.
Really I wish that Kubo expanded more on the backstory of Ywach and Yamamoto but whatever.

Soul Society is a really shitty afterlife, I'd be pissed if I died and ended up in some poor Japanese ghetto with a risk of madmen like Aizen or Mayuri performing experiments on me.
The issue is, that was an interesting idea. Meaning he wouldn't have expanded. It would have been nice for one of those cases were the Gotei were built on the corpses of innocents the entire time.
Values Dissonance. Japanese fans love Momo because she's cute and blindly loyal.
Yamamoto more or less confirmed it with his chat with kid-Shunsui, and Unohana/Kenpachi's backstory showed how much of a killer she was. It was true. But ... nothing came of it.
How about something more mundane? Aizen's bankai is Kyoka Suigetsu. It makes sense - look how stupid powerful it is. Of course he'd lie and say this was his shikai ability to trick you.

But the true purpose of controling the spiritualy rich Karakura is to control the power of Soul King, because one can make a Soul Key using she spirit force of Karakura. Using this knowledge Urahara and Research Bureau have made Karakura-city the pillar of the the new world. (In fact, it looks like Karakura-city itself became a Soul King, meh)
The new Zero Squad to protect Soul King/Krakura-city is Ichigo, Chad, Ishida and Orihime (Whaaaaaaaaaaa?!)

Akon is not sure, whether he should alarm everyone about rapidly growing reyatsu or not.
Hiyodori is trying to reach out to Mayuri by phone, but being a famous moody Mayuri doesn't answer

Both are likely fake. It seems to early, even if it was a double issue, and the fact that no other series has spoilers out now is also very telling (Especially no One Piece spoilers, since even if Bleach is ending, One Piece is still by far the most popular series)
A lot can just be exposition with simple drawn panels.
