I'm not sure if the Spirit Bomb ricochet counts as a rule change when it wasn't that well established how the attack really worked.

Not really. Vegeta was shown to be in full control of his ape form before this. While Gohan isn't anywhere near that level, he's still a lot stronger than Goku was at his age.
