I did just that when we sat down with Producer David Barron, and he had some confident answers. It was essentially to try and keep the threat of the outside world alive because, in the books Jo sort of threads it through in sort of smallish ways on a fairly constant basis - so even though nothing is really happening out there, Voldemort, he takes a lot of time to get ready for his final battle, but she is able to keep it feeling dramatic through threading little bits such as children in tears because they just got news that a relative has died or been captured or things like that just keep an ever present [fear]. And with the film it's very difficult to, while staying with the main storyline, to keep all that sort of presence. So this comes pretty much in the middle of the film and it's a very graphic demonstration of the fact that great danger exists out there and it's not safe for anybody, least of all Harry.
I then proceeded to ask how he thinks the fan will take the new scene given how critical they usually are. We hope they take it well because it serves a proper story point, and it's fun, it's exciting, and it's of any consolation, Jo approved of it so nothing would go in the script she wouldn't approve of.

If anything Dumbledore is like Gandalf: both seem old and feeble through a good deal of the story yet come alive when needed, whether it's battling Voldermort in OOTP or kicking ass during the Battle of the Pelennor Fields. With this in mind Harris was the perfect Gandalf. He was probably too old to do any of the heroics seen in OOTP/HBP but from a film perspective it could have been handled with doubles and close up facial shots.
The "new" Dumbledore isn't horrible, but as I said he often leaves me shaking my head. That being said I can't wait for this movie. The trailer looked great, and it'll be Dumbledore-heavy

Half-Blood Prince was great because of the lack of action. Eh, I dunno how it's going to translate. I think cutting flashbacks because it "slows the pacing of the film" is the wrong move.

And Harris could have never pulled off younger Dumbledore, and heck could have never pulled off any of the physical stuff, so anyone still arguing that he would do better than Gambon is fighting a losing battle. Criticize Gambon all you want, that's reasonable due to differing opinions, but time was not on Harris' side even before his death.
